I don't have Segoe, otherwise I would make some Insane Pony Thread images myself.

Here's how I make drop shadows in GIMP:

Make new, transparent layer on top of the picture. ("Layer" -> "New Layer..." -> "Layer fill type: transparency" -> OK)
Use text tool to insert text. The text will be another picture layer. Text should be on top, transparency in the middle, and the original picture on the bottom.
Near the bottom of the toolbox window, one of the text tool options is "Path from text". Click it.
"Select" -> "From path". Now the text is selected.
"Select" -> "Border selection". Turn on the "Feather border" option. Adjust the number of pixels as needed (I always have to experiment to get it to look right.) Now the area around the text is selected, and it's a soft border rather than a hard one.
THIS IS ESSENTIAL: Go to your layer control and select the middle, transparent layer.
Go to the toolbox and select the Bucket Fill tool. Choose the color for your shadow. Near the bottom of the toolbox, one of the Bucket Fill options is "Affected Area": change setting to "fill whole selection".
With the bucket tool, click anywhere in the blinky-bordered selected area. This fills the entire selection with your color, producing a diffuse shadow behind the text.
"Select" -> "None"
"Image" -> "Flatten image"
Save it.
