Possible, but I don't think there's any real 'technique' to it. In theory it's designed so you should grip the knob, but that requires full-arm movements to use. If it's an arcade stick for a console I find it much easier to grip it below the knob with the fingertips. Easy to get a full range of movement.
This conversation makes me want to see how Princess Celestia would handle being a PC in Touhou.
I don't know how you're supposed to do it, but I just curl my palm around the knob.
