No reason why it shouldn't work. If the show's any condition, anypony can do whatever talent suits them best regardless of tribe.

Nothing wrong with that; even within the show the "tribal skills" aren't that clearly delineated. They have tendencies, but nothing is set in stone, so there shouldn't be any problems.
This is great. Things like a pegasus being a chef, a unicorn wanting to be a wonderbolt member etc. could be really interesting.

A unicorn wanting to be a Wonderbolt would be pretty tough. Pegasus chef would presumably be pretty easy. You got Griffon chefs after all, they're fairly similar.

It's never been stated on the show, but I assume the fanon that Fallout Equestria establishes that Earth Ponies are rather good with construction. In any case, I'd love to see Pinkie tring to chase Dash with a jetpack.

The only case I can think of when she wasn't teleporting a stationary target was when Spike was trying to run away, and he seemed to keep his momentum. Don't know if that's a requirement of the spell though.
I only know Mentally Advanced RD and only because of RD Presents. And she don't appear much dumber, more like more naive and silly.
Because he know I'm going to go out in this plane and I'm going to remove one of His creations from His universe.
