I don't actually know anywhere famously dangerous, so that joke doesn't work. I'm inclined to say Glasgow, or Edinburgh, because I read an article about a stabbing there(My Mother and Father are on vacation in Edinburgh right now, and apparently there was a stabbing at a pub they went to just a few hours after they left.), so this joke doesn't really work, does it?
What about that one place in New Jersey where things got bad enough that the city outright abolished their police force? (They're now using a police force managed by the county, which is working much better)

Well, for one thing Picard is much more... professional, I guess, than Kirk is. Kirk's the kind of captain who's willing to throw the rulebook out the window at a moment's notice. I haven't really seen much of the original series, though, so I don't really know enough about Kirk to compare the two.
