isn't necessarily for orphans, it's just for kids that may not have someone around to help guide them. With Ditzy working long days as a single mom, I can definitely see that happening. Sparkler could even be a family friend - Sweetie Belle and Applejack enter as a team, so it's pretty clear the 'sister' part is metaphorical to some extent.

@Ginger: No idea if they created it, although it's pretty obvious that they host the event.
@Random Chaos: It's a common bit of fanon that Lyra wants to be human due to a few FunnyBackgroundEvents like the infamous scene of her sitting human-style on the bench, or holding a soda cup in her hoof rather than using telekinesis. Fanartists extended it to the point that she wants to be human, and the hands are a part of that.

she was born of a teenage pregnancy in my fan version. Also put up for adoption so when she found out who her real parents are they are sort of like mothers and sisters to her

Unless literally everypony involved in the whole thing was aware of the switcheroo (highly unlikely), it's most probable that Applejack and Sweetie signed up normally and nopony cared.
