No, it's 90% of them that suck, not 95.
And that 10% is pretty big. You just have to wade through some crap to get to it.

@Seraphem Not accounting for personal taste, yeah. Taking that into account, any given person is probably not going to enjoy at least half of the fics that are deemed "okay", likely even less.
I think I'm pickier about fanfics than a lot of people here. For example, I found
Crisis Equestria to be mediocre.
