In the Final Battle of Crystal City, the young filly performed a Heroic Sacrifice that saved the forces of good and the power of the Crystal Heart, sensing the purity of her unconditional love, protected her from Sombra's curse when the Sisters Friendship Zapped him.

After the Crystal Empire disappeared, all that was left was a broken and dying crystal filly in the snow. Celestia took this filly into the Cosmic Realm to be reborn as an Alicorn Princess in an age far removed from the times of war and betrayal and adopted her as her niece.

I think that Alicorns can be both born, and made.

Cadance was probably born to the last queen of the Crystal Kingdom, and was sent away, Ilana-style, when the coup was staged by Sombra. She then spent that millennium being raised to maturity (which is long for her kind), in the relative safety of Equestria.

However, they can also be made, as we saw here when the growing power of magic within Twilight finally consumed her mortal form.
