If there is a race the ponies would have a cold war against, which would it be? I am thinking either griffins or the dogs.

Well you probably want to avoid the Zebra or you'll get accusations of copying Fallout Equestria. The griffons are probably a better choice than the dogs. They seem like a more legitimate threat. Plus while I can see the griffons having an empire somewhere, I always assumed the dogs just sort of lived in caves around Equestria, though that is admittedly just headcanon.

Well, they do just kind of appear out of nowhere and grab Rarity. I don't really see them as a unified force; the gryphons, on the other hand, I could see.

The girffons also have some degree of diplomatic relations with Equestria as well, judging from Gilda and Gustav, so a cold war is liable to break out since neither of them would be willing to outwardly break the relations unless they felt they could definitively win the battle.
