About 8 years, which either means that the reunion at the Summer Sun Celebration wasn't the reunion, and just something brought on by the fact that the festival was being held in Ponyville that year (unlikely, considering that there was a photo of a previous reunion that didn't have anyone looking significantly younger), or that a "moon" is shorter in that universe.

I'm gonna assume that it was for Summer Sun.

And every time the Apples come over, the town ends up in flames, the army is called, but a laugh is had all around.

It's to make sure the stronger Apples survive the minor war, plus it's great target practice for the army, who couldn't hit a barn door with a bloody shotgun.

Also, I forgot that Equestria had cameras.
