It's funny how a pegasus's ability to interact with clouds appears to be controllable at will, but the default state when they aren't actively using the ability is "on", meaning that it's both a passive and active power at the same time.

I didn't mean that Cloudsdale was the only pegasi city. There could easily be others. Not to mention that it probably moves around anyway. I was just pointing out a reason why Pegasi might not live EP or unicorn cities.

Los Pegasus was also a cloud city. The existence of singular cloud houses like Rainbow Dash's does suggest the easy possibility of cloud villages, though.

Judging by the route they took when leaving Ponyville, probably not. I was actually talking about this with someone on another forum, and we came to this conclusion:
