Two explanation why Celestria haven't fixed Luna.

1. Trollestria.

2. She can't because everything what Luna doing remind Celestria about good times from before Nightmare Moon stuff.

I just noticed that the eye-shaped decorations seen throughout Ponyville during "Luna Eclipsed" aren't completely based on Nightmare Moon's eyes. They seem to also be based on the eye of supervising director Jayson Thiessen's Golden

Also, why did they bring in Pipsqueak? Did they just want to have a kid character without the baggage of the CMC? At least we finally got a British pony.

I still don't understand why Pipsqueak is being regarded as a Scrappy, enough for someone to make a YMMV page on Luna Eclipsed just to place him as one. He wasn't annoying or did anything that I could think of to really make anyone consider him a Scrappy. In fact, I was glad to see at least one new male character, especially a colt (One with a cute British accent even) since the only other notable colts are Snips and Snails. I know some people say the CM Cs should have taken his place, but does it really matter that much whether it's him or CM Cs? Besides, the next two episodes will be focusing specifically on Sweetie Belle and Apple Bloom.

If things get really bad with him, then he'll become a Scrappy, but as far as this episode, I really don't see anything that makes him worth hating.

So, I'm still on the idea of "This Is Halloween" set to this episode (and a few others), and I sort of went through the lyrics and tried to think of what imagery from the episodes would go best in which places. I don't have everything yet (some of the more general chorus stuff eludes me, as well as some of the "I am" lines), but maybe you'd like to see what I've got so far.

Sadly, I don't think I quite have the equipment or practice to make the video myself. I could try, of course, but I'm not sure where, for example, I'd get a good-quality version of the episodes, or how to edit them.

Anyway. Just to warn you, the lyrics are a bit of a wall of text. I'll wall them off in a quote-block because I can't fit them into a single hottip.

Nightmare Night doesn't seem to be exclusive to Ponyville. Twilight implies that Trottingham has Nightmare Night too, so it's probably an Equestria-wide holiday.
