And yeah, something like Bruce Almighty. It would be oddly adorable and funny to see some jerk vote an unfortunate foal into the role for a day, and yet they do it very well. (cue mental picture of Celestia letting the little foal sit on her head, with loaned power giving the kid some wings and a horn, and the little foal raises the sun juuuuuust fine with only a little guidance from Celestia).

Too bad it only truly works on those who don't know about it.

^Make them more nervous. Vetinari isn't a fan of fair play when it comes to negotiation; he's a very fair man, but you play by his rules, generally speaking.

If there would be a "rule the world for a day" thing, wouldn't someone just declare themslves the permanent ruler from that moment on and order anyone opposing them to be imprisoned or something?

Of course, Celestia would have none of that and send you to the moon faster than you can say "Oh sh-"

The throne in Canterlot has a special dead man's switch that fires a powerful TO DA MOOOOON ejection thruster if Celestia doesn't personally reset it at the end of the day :V It'll also restrain any thronejackers so they can't escape the terrible fate.
