It's a reference to Silence of the Lambs. And I believe it was in the second Anthology video, but instead of the original audio it was Cartman and Butters doing it.

I really love the animation of Kara no Kyoukai and 5 Centimeters per Second. They have my all-time favorite animation. I wish in the future there are cartoons with those kind of styles.
