Wish I knew. Mrs. Cake's voice sounds similar to the one Cathy "Spike" Weseluck uses for Mayor Mare. Cathy is just my own personal guess, though.

The closest thing to cops we've seen is Sheriff Silver Star and the Princesses Guards.

Though having said, crime does seem remarkably low.
