Well I think there's one global spell that causes global mana drain or something. I'm not sure why you'd use it though.

Ok, I looked it up. There's two different spells. Power Leak halves everyone's magic power, meaning IIRC they get half as much mana recovery and spell research rate. Then there's Spell Ward which prevents casting or removing global spells unless it itself is removed. Obviously you should cast Power Leak first.
