If it's Twilight, then scattering grains of rice on the floor would work. Or just stick lots of books in there.

I would use AOE Antimagic Fields. Use them all the time, there's a few different flavors of AMF that function differently.

My main antimagic is the disruption matrix, which interferes with spellcasting by injecting noise into the field and preventing normal casting. There's the Nanoha-style absorption fields, and the MTG-style disruption/prison/warding effects.

Ok, I looked it up. There's two different spells. Power Leak halves everyone's magic power, meaning IIRC they get half as much mana recovery and spell research rate. Then there's Spell Ward which prevents casting or removing global spells unless it itself is removed. Obviously you should cast Power Leak first.
