The purpose of the court wizard (at least in most fantasy settings that have one) is to perform acts of magic for the king/queen/whatever that said ruler can't do themselves. That doesn't quite apply to Celestia.

Pinkie disregarding personal space is like clouds raining. It may be annoying when it happens, but there's nothing you can feasibly do to stop it, so it's probably best to just live with it.

How'd Scootaloo end up as the fandom's punching bag? Every time I read a fanfic with her as the main character she's either an orphan, abused, hospitalized, or a victim of the Slender Man.
Because she can't fly and has no apparent parents (technically AB doesn't either but she at least has a family). Also, Scootabuse originally stemmed from a comment by Faust that RD would not make a good older sister.

Having the CMC actually get their cutie marks strikes me as something to save until the final season.
Unfortunately, given the way these TV series work, the showrunners probably won't get much say or advance notice about when the series ends. So as much as I'd like to see the show tie up the loose, status quo-altering plot threads (the CMC getting their marks, RD getting into the Wonderbolts, Rarity making a name for herself as a designer) it's unlikely to happen.

Being the character with absolutely nothing that supposrts her living a half-decent existence allows for the fandom to turn her into their punching bag to fill in the gaps, like how we filled in the Luna-shaped void between season 1 and 2 with a "Woe is me, I am shy and socially awkward because I have been imprisoned for 100 years! What is "Sandwich" of which you speak of?"
