I think they mean that if Celestia has to choose between her sister and the wellbeing of her kingdom, her kingdom takes precedence. So if she had to imprison Luna in the moon to ensure the safety of her subjects, she'd do that.
I like to think that Celestia intended from the beginning for NMM to escape from imprisonment after 1000 years; that a millennium of imprisonment followed by harmony laser to the face was the only way to bring Luna back to her right mind.
So, when forced to choose between her sister and her kingdom, Celestia found a way to save both.

We really don't know exactly to what degree Celestia controlled the elements. I'm pretty sure that she and Luna were both attuned to them when they banished Discord, and there's no reason to assume that Celestia could cease control of all of them when Luna started acting up.
@Bad Aside from cosmological weirdness, the main reason that the solar system theory doesn't work for me is that the planets are only associated with those aspects because we associated them and named them with our gods and goddesses. Even if there was a planet exactly like Venus in that universe, it wouldn't be named Venus, and thus wouldn't be associated with love. The goddess Venus doesn't exist in that universe.

Okay, so tell me if I am getting this right:
The Elements of Harmony was used, to unclear level, by both Celestia and Luna in order to defeat Discord.
After that, Luna became Nightmare Moon. Celestia still could use the EOH (as in, before the pilot), but couldn't harness enough power to purify NM because Luna is attuned to them.

My headcanon on Celestia being unable to purify Luna is that they were only two of the six bearers, and the Elements have always been one-to-one with their bearers. When Luna fell, she left them short a bearer, so their full power couldn't be used.
Stars named for mythological creatures that exist in-universe. Why call a constellation Ursa Major? It's named after the real animal. Nothing named for human gods or goddesses.

@ Roy: There's no confirmation either way, I find it makes more sense for Celestia and Luna to be the only bearers from that era because I don't think Celestia is such a glory hog she'd stop the others from being remembered.
@ Lurker: Orion. Named after a human. Even make reference to his belt which is superfluous for ponies.
I'm actually writing a flashback scene involving the original bearers of the Elements in my fic. I'm growing quite attached to the characters, and I may even use them elsewhere eventually.
@Bad Never stated to be a human in-universe, and belts are not superfluous when they serve a purpose, namely holding things, like a quiver of arrows. He's also decidedly not a god associated with any particular aspect of the universe, so my point still stands.

@ Lurker: So constellations are allowed to be named the same thing and have the same connotations despite having a different origin but planets aren't?
@Bad I'm not saying that it's not allowed, just implausible. You have to jump through too many hoops for my tastes to make it work.

A prequel episode with Celestia and Luna would be pretty neat (perhaps narrated by the two in the present, with a different art style?), but it would also be depressing as hell.

I disliked Cutie Mark Chronicles, but ehhhhhh.
Would it make sense that there were originally six wielders of EOH in the era where Luna didn't turn into NM (is there a name for that?), but by the time Luna corrupted, all four have died of old age or other cause?

@ Lurker: It's jumping through the same amount of hoops as the rest of space in the show so I'd say it's illogical to have arbitrarily different standards for them.
