He's not saying that people can't make Doctor Who references with Time Turner (using the show name for clarity here), he's saying that he personally doesn't understand those references and thus can't really be interested in a fanon based primarily off of them.

Exactly. Fanon is sort of like when a bunch of fans with similar headcanons join forces. My point is that I find Doctor Who less interesting than Lyra or Derpy because I'm not interested in the fanon that's cropped up around him due to the fact that's it's based on something I'm entirely unfamiliar with. It has nothing to do with an inability to create a headcanon about him; it's that I don't care for the existing character as the fandom defines him. It's entirely possible to headcanon something totally different (Derpy could be a nuclear physicist and Lyra could be straight and totally hooking up with Big Macintosh), but it doesn't change the fact that the vast majority of the fan work surrounding DW is based on Doctor Who shout outs. With Lyra or Derpy, there's an appeal to the characters because they're original and meld into the setting well. DW doesn't have that for me because he's basically just a character from another show in pony form.
