I think RD has potential to be a good leader, it's just that the majority of the time she doesn't have knowledge necessary to be effective. When it comes to stuff like weather control that she understands well, she's a good leader. More than anything, the problem is that she'd much rather go and do stuff herself than order other ponies around.
