Well, you adopt social policies. The only social branches that directly correspond to government types are Freedom, Autocracy, and Order (basically democracy, marxism and fascism). Other than that, you get stuff like Honor, Rationalism, Tradition, etc.
We got a lot of food bank stuff and it was almost always processed food products that lasted forever. They didnt give out vegetables or anything back then because they were too perishable. I think things today are a bit different, or at least changing.
As I understand it, Food Banks get most of their food from stuff that Supermarkets have thrown out due to the boxes being damaged or having expiried dates or whatever, but the food is still good. So it's mostly non perishable stuff. They do have gardens and stuff, but I can't immagine those being a large contributor.

Well the way it worked in Civ1 (I think it's the same in at least Civ2 and civ3) is that there are different forms of government: Anarchy, Despotism, Monarchy, communism, Republic, and Democracy. From left to right they give increasing bonuses, but make it more difficult to wage war. In Democracy, every square gets +2 trade and there is 0 corruption, giving you insane tech progression, but every unit outside the site has extra upkeep (even settlers), every military unit outside the city casues 2 unhappiness, you're sometimes forced to accept peace offers if you do somehow manage to wage war, and you get a revolution if people are too unhappy.
