Well, the frontier towns like Appleoosa and Dodge Junction appear to be lacking in pegasi, so I doubt that they have climate control.

@Story's colony question: Depends on what point of history you are talking about. As you know from Hearth Warming Eve, the pegasi weren't very friendly in the B.E. (Before Equestria) times. They still provided help, but at a rather hefty cost such as food and money. In the E. (Equestria) times, the pegasi changed for the better. The biggest help was the rain they gave to starting farms. Hay, if you can talk to Granny Smith, she might recall some pegasi helping her when Ponyville started to colonize.
