I'm not going to go too far into it, but if you pay attention there's some evidence in the show that Derpy isn't the exactly all there. There's the part where she drops all that stuff from the delivery, and in one scene, she's the last in the crowd to gasp.

Derpy's eyes are quantum-locked. They don't look straight when they're being observed. They moment they are seen by any other living creature, they point in different directions. No choice, it's a fact of her biology, in the sight of any living thing, they literally derp out.

Yeah, that's how I tend to think of her, too.
I guess she could be something like

But I guess she was kind of stupid, too.
Anyway, I think it's likely that she's the same as the "Ditzy Doo" character mentioned in Winter Wrap Up who went north to get the southern birds. If that's the case, I don't think she's likely to be all that intelligent.
