To be honest, I'm not sure if Celestia is specifically training Twilight for any specific role, so much as training her because she's been stated to have so much raw magic potential.

Twilight is being tailored as an advisor to the throne - not because she's especially wise, obviously, next to two goddesses, but because she can actually go out amongst the populace and see what they think without having ponies bow to her every step of the way.
We've seen how ponies treat Celestia, she's obviously not going to get an honest word out of anyone if something is wrong.

I like the fact that almost at least once a chapter I think, okay, I see how this going to go only to get completely Jossed down the line.
