Why do people think that Celestia can send ponies to the moon?
Celestia imprisoned Luna
within the moon by using the Elements of Harmony. In season 2, we learn that Celestia and Luna can no longer use the Elements.
Ergo, Celestia can no longer send her enemies to the moon.
