In the land of eternal winter, where the smallfolk are oppressed by the iron hoof of Princess Permafrost, only one mare has the strength to defy her and set her country free. That mare is Snowcatcher, The Irreverent.

At least that was the original description. Nowadays it's not just Snowcatcher though she's the most useful since her special talent of melting snow is the perfect counter to Permafrost's dominion over ice and snow and what not. Though not against Permafrost's control of storms which she will learn in the prologue.

Permafrost is an Alicorn who rules over the land that ponies migrated from in Hearth's Warming Eve. To consolidate her rule she keeps the land in winter and only allows ponies loyal to her to grow food. The pegasi are mostly locked up so they can't interfere with the weather.

Bad gave a pretty good explanation. We mainly think of the story happening before Luna's release which is part of the reason that Celestia was too busy to provide aid. Snowcatcher's mother is also one of the enslaved pegasi.
