HTML can use what are called "styles", which are basically definitions of what certain tags do. For example, a page can have a Style set up to determine the background color and the color of the text, the font styles and sizes, etc. A CSS is a Cascading Style Sheet. Basically, a set of Styles that can be linked to by multiple pages on the same site (to avoid having to write out the same Styles for every page).
