I don't think you need to betray the Element to 'free' it to be claimed by another; Celestia almost certainly didn't, unless she went through a Dark Ages after banishing Luna (unlikely, as her subjects would have needed her). My best guess is that she knowingly laid them down after the Nightmare Eclipse, due to her grief at what she'd used them for.

@Steve: I agree that the elements aren't meant to be used by a single pony, so that hypothesis makes sense.
@Kyler Thatch: You can say the same thing about Pinkie.
EDIT: By the way, despite Griffon the Brush off being far from my favourite episode, I ended up really enjoying it. Especially the end. I think the same thing happened when I first watched it. I was far more impressed by the end than the rest of the episode.
