Here's a thought about the dragons; if Celestia, or anypony high on the political totem pole, had gone to confront the dragon, the dragons could see it as a political warning. I mean, if you have the attention of Celestia of all ponies, you know you've done something bad.

On the other hand it would diminish the importance of the pony sent if they could be forced to act personally by a single dragon. Celestia would want a normal life for Twilight ergo by making her deal with relatively mundane stuff her perceived importance wanes.
