I actaully see Luna as being less formal, well wanting to be less, she's just so sacred and unsure about how to create a more personal relationship with her little ponies that she falls back on the structured assurance of royal formality. But once she starts fitting in and stops being so unsure she seems much less formal the Tia. Of course that could also be becuase ponies have less built up worship for her then Tia, so they are more likely to relax and
allow her to be herself, whereas with Celestia, it's hard to relax and be informal when every pony always bows and takes you most off hand remark as a royal decree.
