Okay, looked back for information about the cat friend, and found it. Strangely, it was on the day after Fallen Legend left the forum for a while and Allspice last posted.

I like the idea of Snowcatcher's magic being fire and warmth based.

I also think that Permafrost's mane should be storm clouds.

She has enslaved all the pegasi in her weather factories. One is Snowcatcher's mother.

I suggest that the pegasi are in chains made of clouds so nopony else can free them (without the cloudwalking spell).

She has an army of windigos, unicorns and earth ponies who crush rebelians and search for new pegasi to take back to the factories. Snowcatcher's mother was taken in one of these raids.

Only one farm is granted pleasant weather for Permafrost to feed herself and her loyal minions. The villages are deliberately kept hungry to be easier to control and manipulate into joining her army.

No, fire arms.

As in, they are on fire.
