@Yeller: No, you just can't move on from a certain group of investigation sites until you've found all the evidence and talked to everyone you can. Like, you can bounce back and forth between the precinct, the crime scene and a seemingly unrelated third area for a long time until you find the thing you're supposed to inspect at the crime scene and the plot will proceed.
