Iroh is mainly concerned with drinking tea and dispensing wise advice, but he can be a real badass when the need arises. He was the most powerful general in the Fire Nation army before he retired.

Why Iroh didn't help Zuko catch Aang will make more sense later on. Iroh isn't Zuko's old master-in-crime.

Sorry, I was busy watching Rise From the Ashes again (poor Edgeworth). Anyway, regarding the Avatar State, I will just say this - the Avatar State does NOT make you invincible. Iroh probably could have shot Aang down if he wanted.
