It's hard to say whether she idolizes Dash's flying ability, though, or just her general coolness.
As far as 'mandatory' education goes, I would think that education is more likely
guaranteed than
mandated in Equestria. Celestia's definitely a benevolent ruler, and an educated populace can only be a boon for a wise and kind ruler - and society in general.

I'd guess that Celestia's School for Gifted Unicorns is a school that teaches, among basic subjects, advanced magic. if Twilight hadn't gotten in, she'd have gone to another school, I'm sure.
