@Ginger: Keep in mind that with the Applebloom and Sweetie Belle, their episodes often focus as much on their families as on them, like in Sisterhooves Social and Family Appreciation Day. A Scootaloo episode would have a more tenuous connection to the rest of the cast, unless they focused on her and RD. Which I think they should do, but I can see why they haven't gotten around to it yet.
