I think that different types of villians are appropriate for different situations.

One of the antagonists I created is a bit incompotant, but that actually makes him a bigger obstacle to the protagonists thanm if he was competant. Of course, I have competant villains as well.

In my fic, the three generals are competent, but some of the more minor characters might not be so much. One of them is a kid who's just a little fuckwad and one of them is just a violently sadistic soldier.
