I'll bet that the episode will build up to the actual creation of the hurricane, with nopony but Rainbow Dash able to keep up with the speed needed to stabilize it, and Fluttershy still cowering in self-doubt... until she gets some massive encouragement from her friends and all of the pegasi who failed, at which point she'll end up flying faster than Rainbow Dash once again.

That is what I'm suspecting, that she'll wind up saving the day when things go awry with the waterspout/tornado/whatever. I have doubts that she'll actually go faster than Dash, though.

Like I said earlier, I expect Dash to initially try tough love and change her approach to a more supportive one once she realises tough love doesn't work with 'Shy.

@Lurker Two different issues:

With RD, I dislike that it feels like there's no one else who's fairly on her level.

With FS, I'm annoyed that her anger can suddenly make her better than someone who actually trains

RD is obviously not the best flyer who ever lived, because she still feels she isn't ready to join the Wonderbolts.
