Yeah, he's a one-shot character, here to provide a passing conflict, but not as a recurring antagonist, because he has no reason to hang around for longer than this episode.

He's not quite an "antagonist", more like an obstacle. His lessons caused Fluttershy to go nuts, but he wasn't being malicious in doing so.
