Isn't it weird that we've assumed that these two areas are really sensitive (wings and horns) yet in canon, most of the evidence seems to point towards them having LESS feeling in those areas

Well, givin how much fine precision must be needed for magic, i'd assume there's a decent number of nerve endings in it. Way I figure it, the horn has a core that's softer material full of nerve endings, with a hard coat of keratin that constantly grows at a very slow rate. The filing just removes any burrs or rough patches. And I'd assume they be pretty sensitive to any harder touching then just a light file across the outer layer.
