She's probably not afraid of heights; maybe she just doesn't like it? She was probably born in Ponyville, which is accessible to all three races equally, so she doesn't have to fly like she would in Cloudsdale.

Maybe wings grow slower than the rest of the body, so the baby Cake can fly now, but will soon be too heavy for his tiny wings. Scoots wings are just growing a little slower than normal.

@Mage: That could be it, then. She hasn't gotten up the courage to ask Dash to teach her (or Dash hasn't gotten around to it yet), so she just doesn't want to learn from anyone else.

The Cake twins are prodigees! Pound Cake will be a wonderbolt and Pumpkin Cake is going to be the top student at Celestia's School for Gifted Unicorns and Celestia's next student as well as probably the next bearer of the element of magic!

well t's clear from her scooter that her wings can do some impressive power, she can pull herself, her scooter and a wagon with Sweetie AB and a bunch of supplies, so doubt there's anything wrong with them.

Given there size...maybe she just had a growth spurt and is waiting for her wings to grow to match so they can provided enough lift?

human babies instinctively know how to swim, but as they grow they lose that ability and have to relearn it.

Pound and Pumpkin are hopefully not legitimately prodigies. My personal theory is what Crowind suggested - that pretty soon Pound will be much too heavy for his wings to carry him for a while, and Pumpkin will lose her crazy magic skills.

One theory I like is that just like earth oponies make plants grow faster and better, they do the same hing to their children. Therefore, the Cake twins are pumped up by their parent's nstinctual magic.
