@Ginger: Just report him to the mods again. If he's still bugging you he'll probably get banned again.
Also, for those who weren't around last time: Brony99 was this guy who was utterly obsessed with labelling Discord a Complete Monster; he literally wouldn't talk about anything else and would derail pretty much any conversation to be about that, even when everyone else told him they weren't interested. He eventually got banned over it, and apparently he's back now.
