I approve of this, personally. I always figured she was clever, just a bit... single minded. Which still seems to be the case - she was waaaaaay to into her plans here. But clever people tend to get a lot more involved in what they do. So it makes sense, to me.

This is going to be a matter of contention. The ending can be interpreted as anything from just trolling, to ship tease, to them actually going on a date but playing up the mushiness to mess with the CMC.

I'm tempted to just go for voiding the whole bet, because you really can't get more ambiguous than that ending.

I mean, sure they trolled the CMC, but they still ended up dating and walking off into the sunset together. There really is no definite answer IMO.

To reiterate, for the purposes of the bet:

Definition of Ship Tease for betting purposes: If they go on or or set up some form of date, friendship or not, it's a ship tease.

Cheerilee sets things up so that Macintosh has a day off. They decide to spend that day on a picnic, presumably alone. Sounds like a date to me, friendly or otherwise.
