I'm sure he would say not often enough. Given that she knows Rarity's gem finding spell, she should just take him gem hunting for a day and tell him that what they dig up is his supply for the year. Finding them seems easy enough after all.

I definitely see Twi making sure he gets gems once in a while as a special thing. Maybe one day someone could give him one of those little crystal farm kits.
