Since AJ mentioned the cider sales kept them afloat during winter I think its a safe bet that this takes place in the fall. It would make since that they'd need a surplus off cash to live of during the months where there's snow on the ground, then need more still to get things started back up a gain come spring.

The bet was a monopoly on cider sales in Ponyville right? But the Flim Flam bros. never had the rights to any apples so that bet would be useless to them unless the apple orcherds were included in the deal. And if the Apples' did lose all their orchards in that bet then they really didn't have any choice but to pack up and leave.

I also think this is the third or fourth episode to confirm without a shadow of a doubt that those four ponies are the only ones living on that farm.

The cider the Apple's make isn't alchoholic, we've been over that a few times. But this is a world with MAGIC! Lets just say, hypothetically, there was a magic spell that caused accelerated fermentation. And lets just say that a few ponies who know this spell always make it a point to hang around during the cider sales. Then we assume that they offer their survices to anypony who thought the cider was a little too "soft" for their tastes.
