I didn't.

It actually reminded me a bit of an old musical, can't recall the name of it, where a guy comes to town to try and hustle a bunch of musical instruments onto the townsfolk (by claiming that pool was corrupting their children).

That's because they're the same thing. The "Monorail Guy" was based on Harold Hill, the con artist from The Music Man.
