So, does the spell actual cause time travel or just affects time relative to the ages of the subjects targeted by it?

Does it even effect the children? Or will it have an opposite effect on them?
His spell increases in intensity the closer you get to him (you deage faster basically) Celestia and Luna hold him back while the Mane 6 go off to find the elements of harmony before it's too late. Because the Princesses are so close to him, they don't have a lot of time before they're rendered powerless babies despite their longlivity.
the first thing the wizard does is cast a spell on the elements as soon as the mane cast tries to use them. He can't destroy them, so he instead reverts them back to their base states (how they were before even the Princesses found them) and they end up scattered around equestria in their original founding places.

I'd say, no effect on children but it might be interesting to age up so we could see potential cutie marks if nothing else.

Actually, the idea I came up with sounds like it could work well for an MLP movie.
The regressing mane cast have to go to each of the founding places of the EOH and pass some kind of trial in order to obtain their element again.
