I like to think there's a sort of governing council which can block Celestia's commands but rarely does so
because they don't want to be sent to the MOOOOOOON out of respect.
Also, I saw a photo of Karl Lagerfeld in a newspaper yesterday and my

Well it can't be like our (UK citizen) government, since our queen has fuck all power and Celestia is quite clearly the one in charge.

I had always figured it as Celestia was the one in charge, but she may have had a council of advisers. Maybe she elects a few ministers to deal with certain things, and they all advise her but she makes the ultimate decisions, and they just keep things running.

That's pretty much what I had in mind too. I think most monarchs in the real world have advisors anyway. So I assumed that was a given
