Celestia might wear an uncomfortable expression similar to the one she had when Rarity wouldn't stop kissing her hooves, but I don't think she'd force you off.

Might also depend on the mood of the party that's doing the hugging. If a subject came in crying and looking beaten up, then tried to hug Celestia, I think Celestia would return it warmly, to try and cheer him/her up

Hmmm, it might actually have been possible to save Luna from her Nightmare breakdown, only that using the Elements was safer.

I doubt the princesses would mind hugs too much.

And then a wild side of Luna was unleashed, eager to sate a thousand years of pent-up frustration.
