To an extent, if they can prove the people in charge of the site knowingly profited from copyright infringement they can be arrested, which that site clearly did.

I think the best part is that not even 10 minutes after Megaupload was taken down, Anonymous made a dozen sites crash (Sony's, Universal's, USA's Departement of Justice's, Hadopi's, copyright.com, DMCA's, RIAA's...) for
