Hell, I could imagine RD's parents sending her to Ponyville because of a fight. I don't think it's ever been explained exactly WHY she left Cloudsdale in the first place. (doesn't seem like she'd have any reason to)

Maybe it was for training purposes? To her, training in Ponyvile is the equivalent of going up into the mountains to train

My personal take on it is that Pegasi who do the weather get sent to certain cities or areas, so RD ended up in Ponyville somehow, realized that she liked it there and decided to stick around.
