I'm still saying it's a trial thing - after all, they didn't even buy any episodes until after season 1 ended. This is probably just so that they can get to work on season 3 early, and they'll buy the next 13 when it looks like season 2 is going over well. And failing that, I'm pretty sure they could always use the extra time for something like a movie.
Or the other 13 will be bought later. People should really just relax and enjoy the ride.

I'd be in favor of a spin-off, yes. I'm of the opinion that the CMC's could be their very own show for little girls (5 to 8?), and the Mane Six is used for heavier weighty matters.
My five-year-old likes the CMC episodes the best, anyway.
